New Zealand, who have won 20 successive matches and never lost in the under-20 tournament, were rewarded for superior kicking throughout the 33-22 victory.
Each side scored three tries and England dominated periods of the game.
But fly-half Gareth Anscombe converted every New Zealand try and kicked four penalties to lead his side to victory.
England closed to within 23-22 near the hour but the Baby Blacks' defence tightened and full-back Beauden Barrett's 74th-minute try secured the title.
It is the third time New Zealand have beaten England in the final of the competition.
